Shaggy, I've just this minute joined this site, and have come across this thread and can offer some further information.
I'm a member of the Rhyl Coastguard Team and according to a colleague of mine who was tasked to attend due to the report of the porpoise, it was removed from the beach by one of the Senior Marine Biologists/Pathologists from the Marine Environmental Monitoring & Strandings Authority. The Marine and Fisheries Agency were also notified.
Hope this helps.

Appalling! I have seen nets on the groynes Llandulas end of Pensarn and towards the rock at Tan lan, (arches colwyn Bay). Phil (fisheries) sid they are ok there if licensed - how do we know? I have mentioned before that the nets should be electrinically tagged (in my opinion) so that the location can be known via gps. Any net without the tag should be classed as illegal and destroyed - preferably after obtaining evidence and prosecution. Any law abiding and licensed netter would not disagree. Keep reporting the nets guys and if it is unmarked (check thoroughly) drag it out and burn the d**n thing. Great to see such concern - well done all.
